Some 450 officials and experts from over 80 countries came together to share their experience of peace and reconciliation processes, including representatives of states and international organisations, practitioners, academics and members of civil society from all over the world:

States
In principle, the conference was open to all interested states.

International and regional organisations
Pertinent entities from the United Nations System, including UNDP and World Bank; ICC; pertinent regional organisations such as African Union, Arab League, OAS, Council of Europe, OSCE;

Practitioners
Relevant actors from (former) conflict areas with practical experience in dealing with the potential conflicting targets between peace and justice.

  • UN or regional special representatives with pertinent experience;
  • representatives of other justice institutions;
  • representatives of truth and conciliation mechanisms;
  • Non-governmental organisations with relevant experience.

Civil society
Non-governmental organisations (NGOs), church, media, politics/parliament, interested public.
