Workshop abstract:
Development plays a crucial role in post-conflict societies, which usually suffer from the many different consequences of war such as a shattered social fabric, poverty, weak state institutions and destroyed infrastructure. However, development does not mean the same for a society in the aftermath of a conflict as it did before the outbreak of violence and war. Therefore, comprehensive peace building strategies are needed, embracing development, justice and security alike.
This workshop will explore how development programs and transitional justice mechanisms can mutually reinforce the process of overcoming socio-economic as well as political inequalities and contribute to sustainable peace. Serving this common goal, it will look into possibilities to support sustainable processes by appropriate resource allocation and complementarity of actors as well as potentials and challenges for the design and implementation of transitional justice mechanisms and development programs. In addition, the question of how "justice and stability approaches" (e.g. Security Sector Reform, Disarmament, Demobilization and Reintegration) can be balanced and linked with victims centered approaches (e.g. reparation, healing) will be addressed.
The workshop aims to conclude with summarizing experiences and drawing recommendations for policy makers and practitioners. Four studies on "Maintaining the Process" (Resource Allocation in Guatemala and Rwanda), "Coherence and Complementarity" (Bosnia and Herzegovina), "Contributing to Peace and Justice" (DDR/Reparation) and "Looking Back and Moving Forward" (Transitional Justice and Development) are commissioned in order to inform the discussion.
